It didn't.
An over-preoccupation with order can serve the cause of oppression, and therefore insists that progressive change tends to come about through periods of disorder.

Obviously, it is intelligent life that creates a more ordered planet. We associate order with predictability and safety. The more ordered things are, the easier they are to understand.



Make sure you define your terms and add examples like commonality of language esp growth of English, growth of religion, shifting from nomad to tribal culture to cities...
It's still messy, and intelligent life creates the biggest messes. Pick a war, any war. Ignored genocide. Etc.
With the invention of languages people were able to communicate.

Once you have communication, order can happen through the establishment of governments, laws, philosophies, etc.
